It is actually a "Weather Pixie". As the weather in a New Preston changes, the graphic will show rain, snow, airborne particles and changes in cloud cover. Daylight, sunset, night time and current moon phase are also displayed. And of course "Pixie" will change her attire to something appropiate for the weather at the time.
